Public-sector software, with an honest word about tenders
Portals, petition tracking and beneficiary systems for public bodies and for the cooperatives, institutions and agencies that serve citizens alongside them.
Public-sector software covers citizen service portals, grievance tracking, scheme and beneficiary management and field verification apps. We are a private studio, not an empanelled vendor, so this page explains where we can genuinely help: cooperatives, aided institutions, implementing agencies, and tenders whose eligibility rules we meet.
The challenges we hear most
- 01
Petitions that vanish
Paper petitions go into an inward register, citizens cannot check their status, and repeat visits to the office become the only follow-up.
- 02
Beneficiary lists in spreadsheets
Scheme beneficiaries sit in Excel copies across offices, with duplicates, outdated entries and verification done by phone.
- 03
Websites citizens cannot use
Heavy, English-only pages that break on phones and ignore screen readers shut out the very people a service exists for.
- 04
Accountability demands a trail
Audits and review meetings need to know who acted, when and why, which paper files rarely show.
- 05
Field verification on paper
Officers verify applicants on site with printed forms that are retyped at the office days later, if at all.
What we build
- 01
Citizen service portals
Applications with document upload, payment where needed, reference-number tracking and SMS updates in Tamil and English.
- 02
Grievance tracking
Acknowledgement numbers, routing to officers, automatic escalation and closure only with a recorded action.
- 03
Scheme and beneficiary management
Registration, eligibility rules, duplicate checks, disbursement status and reports by block or ward.
- 04
Field verification app
An offline Android app for geotagged photos and verification forms that syncs when the signal returns.
- 05
Pendency dashboards
Open items by department, officer and age, ready for weekly review meetings.
- 06
Accessible bilingual websites
Fast, readable sites in Tamil and English, built with GIGW accessibility guidance in mind.
Read this before anything else
VS Tech Builders is a private software studio in Madurai, founded in June 2025, and you can read more about the studio before going further. We are not an empanelled government vendor, and we would rather be clear about what that means. Public-sector software is usually bought through tenders on GeM or state e-procurement portals, and every tender sets its own eligibility rules: years in operation, audited turnover, past government projects, certifications. Many of those criteria exclude a young studio, and that is entirely the tender's right. If you share a tender document, we will read the eligibility clauses first and tell you plainly whether we qualify, before anyone spends time on a proposal.
That still leaves real ground. Cooperative societies, government-aided schools and colleges, local trusts, agencies implementing public schemes and contractors delivering government projects all need public-facing software, and not all of them buy through a formal tender. Where a tender permits it, we can also work under a qualified lead bidder.
What public-facing software has to get right
- It must work on the phones citizens actually own. Light pages, tolerance for slow networks and forms that save progress as people go.
- It must speak the citizen's language. In Tamil Nadu that means Tamil and English throughout, SMS messages included. Our guide to multilingual websites in India covers the practical side.
- It must be accessible. Screen-reader support, readable contrast and keyboard navigation, built with the Guidelines for Indian Government Websites (GIGW) in mind.
- Every request needs a reference number. A citizen should be able to check status without visiting an office.
- Every action needs a trail. Audits and review meetings depend on knowing who did what, and when.
- Data must live where policy says. Some bodies require a state data centre or a MeitY-empanelled cloud, so we design for the hosting rule from the first day.
Three systems we can build
Citizen service portals
Online applications with document upload, fee payment where needed, status tracking by reference number and SMS updates, with an officer-side web portal for scrutiny and approval.
Grievance tracking
Petitions received at a counter, on the web or through WhatsApp get an acknowledgement number, are routed to the responsible officer, escalate automatically when they cross a time limit, and close only with a recorded action. Pendency by department, officer and age feeds the weekly review meeting.
Scheme and beneficiary management
Registration, document verification, eligibility rules, duplicate detection, disbursement status and reports by block or ward, with an Android app for field verification that captures geotagged photos and works offline in villages with weak signal.
How public-sector projects differ
Approvals take longer, sign-offs are formal and documentation matters as much as code. We plan for that with written specifications, structured user acceptance testing with the officials who will use the system, and a complete handover. On final payment you receive the full source code, design files, accounts and documentation, so a future vendor or your own IT cell can maintain the system without us. For a public body that freedom from lock-in matters more than any feature, and our note on source code ownership explains why.
Costs, where we are free to quote
Outside a tender, a citizen portal or grievance system with an admin panel is usually a build of six to ten weeks in the ₹75,000 to ₹2,50,000 range. A scheme management system with a field verification app runs from ₹2,50,000 to ₹6,00,000 depending on scale. Inside a tender, the tender's own format and evaluation method decide the price, and we quote only after confirming we are eligible.
Frequently asked questions
Can VS Tech Builders bid for our tender?
That depends entirely on the tender's eligibility criteria, such as years in operation, turnover, past government projects and certifications. We are a private studio founded in June 2025, so many tenders will exclude us, and we would rather tell you that on the first day. Send us the document and we will check the clauses honestly. Where subcontracting is permitted, we may still contribute through a qualified lead bidder.
Who owns the software and the data after delivery?
You do. On final payment we hand over the full source code, design files, every account and the documentation. The data sits in hosting that belongs to your organisation, under whatever policy you specify. Another vendor or your own IT team can therefore maintain or extend the system later without needing our permission, which is how software bought with public money ought to work.
Can citizens use the portal entirely in Tamil?
Yes. Every screen, form label, error message, SMS and PDF acknowledgement can be in Tamil and English, with the citizen choosing at the start. We use Unicode Tamil throughout so text searches and copies correctly, and we test forms with people who are not comfortable in English, because a translated form can still confuse if its wording follows English sentence order.
Where will the data be hosted?
Wherever your policy requires. Public bodies often specify a state data centre, a MeitY-empanelled cloud provider or their own servers, and we design the system for that environment from the start rather than moving it later. We also set up backups, access logs and a documented restore procedure, so the hosting choice comes with a tested way to recover from a failure.
Solutions in this industry
- NGOs and trusts
Donor records, online giving with receipts, beneficiary files, programme reports and volunteers in one system, with a public website that earns a donor's trust rather than asking for it.
- Dairy farms and milk societies
A counter app that prices each can on the spot, a farmer ledger that settles on time, and route, herd and retail records behind it.
- Colleges
Admissions with quota-wise seat tracking, department timetables, hour-wise attendance, internal marks, fees with scholarships, hostel, placements and alumni, in one system every department can use.
